This patch removes the following functions:

* nsContentUtils::IsCustomElementsEnabled()
* CustomElementRegistry::IsCustomElementEnabled(JSContext* aCx, JSObject* aObject)
* CustomElementRegistry::IsCustomElementEnabled(nsIDocument* aDoc)

and all references of the pref.
