Now that command virtualenvs are automatically containing Mach's sys.path entries, they no longer need to be duplicated. For compatibility's sake, all "common" requirements have been moved to be "Mach" requirements. As time goes on and we know which packages aren't needed for Mach itself, we can move them back into the common (to commands) requirements file, and eventually into only the virtualenvs that need them.
