Automatic update from web-platform-tests
Get all of manifest/lint/gitignore typed (#16639)

This also stops running mypy in Py3 mode as with more functions
annotated and mypy running on more of our code it reveals this code to
be the broken mess it actually is (mostly due to bytes/Text).
