Extracts parts of CheckTemporaryStorageLimits into the following new private
member functions of QuotaManager:
* LockedGetOriginInfosExceedingGroupLimit
* LockedGetOriginInfosExceedingGlobalLimit
* GetOriginInfosExceedingLimits
* ClearOrigins
