André Bargull 785f92d3c7 Bug 1927706 - Part 9: Update Gecko to Unicode 16.0. r=platform-i18n-reviewers,gregtatum ... CLDR 46 uses more locale inheritance to avoid duplicated locale data, that means locales which use the same quotation characters as the "root" locale no longer define `<quotationStart>` but instead rely soley on locale inheritance. To correctly handle this case in "cldr-quotes.pl", default `langQuotes` to the empty string. This also uncovered missing data for a bunch of locales.
