Implemented CreateContentViewer(), NewContentViewer(), and SetupNewViewer() methods in the docshell. This gets docshell setup to be able to create it's own content viewers for loads. nsIDocShell.idl	nsIPref is no longer passed around through inits on webshell, content viewers and presContext. In places where it is needed, it can be retrieved from the service manager.
