wtchang%redhat.com 3533f0c590 Bugzilla Bug 320336: improved the comments for SECITEM_AllocItem in
secitem.h.  Made SECITEM_AllocItem fail (return NULL) if the allocation of
the buffer fails, as documented. r=nelsonb.
