[libcxxabi] Make InitByteGlobalMutex check GetThreadID instead of PlatformThreadID
By relying on PlatformSupportsThreadID, InitByteGlobalMutex disregards the GetThreadID template argument, rendering it useless. This is the 2nd of 5 changes to overhaul cxa_guard.
