Revert "Reland "[Clang][SemaCXX] Add unused warning for variables declared in condition expressions""

This causes a lot of warning in sanitizer build:
https://lab.llvm.org/buildbot/#/builders/258/builds/5424
https://lab.llvm.org/buildbot/#/builders/36/builds/36560

This reverts commit 8e329caa94.

of a base class is not called in the constructor of its derived class.
- Clang no longer emits ``-Wmissing-variable-declarations`` for variables declared
with the ``register`` storage class.
- Clang now warns on unused variables declared and initialized in condition
expressions.
