Fix conflict value for metadata "Objective-C Garbage Collection" in the mix of swift and Objective-C bitcode
Summary: The change is to fix conflict value for metadata "Objective-C Garbage Collection" in the mix of swift and Objective-C bitcode. The purpose is to provide the support of LTO for swift and Objective-C mixed project.
