Louis Dionne fd667b860e [libcxx] [test] Run chmod +x on executables when testing via SSH ...

When running libc++ tests on a remote machine via SSH, we can encounter
a 'Permission denied' error.

Fix this with plain old 'chmod +x <executable>'.
