Jessica Paquette 58e706a66a [MachineOutliner][NFC] Move outlined function remark into its own function
This pulls the OutlinedFunction remark out into its own function to make
the code a bit easier to read.

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
