Mervin PraisonandClaude Opus 5.5 cdb8b11e91 fix(ci): anchor Claude to the triggering issue in the outsider preamble (#6115) ...

When an issue only references an outsider's issue, the preamble listed that
issue first and said 'You may implement this outsider's request', so Claude
worked on the referenced issue instead. #5156 (which cites #4376 as
background) was analysed as #4376 twice, even with explicit instructions.
The preamble now names the triggering issue/PR as the task and the
referenced items as context only.
