What happened?

Bug Report

The issue occurs when using the OpenAI Azure backend with any model or configuration.
The error started appearing after updating from 1.8.0-rc2 to 1.8.1, and it persists even after a fresh install of 1.8.1.

Reproduction:

Backend: Azure OpenAI

Affected versions: 1.8.1 (works in 1.8.0-rc2)

Models: All tested

Installation: Fresh install and upgrade tested

This is a critical bug, prompting a temporary rollback to version 1.8.0. What strategies can be implemented to enhance test coverage and mitigate the risk of similar issues in the future?
