What is in this change?

Translate some sections to Chinese and fixed things in README.md

Additional Information

Check my last commit in this PR. The telemetry description about pop up survey was a bit confusing to me and I didn't quite get what it was trying to say. I rephrased it according to my interpretation but I could be wrong.
