Subject: [PATCH] Add devcontainer and Readme badges (#1241)

- Add .devcontainer for use with Codespaces and VSCode (Something
the python version has)
- Add Codespace badge
- Add VSCode badge
- Add badge to link to NPM package and show weekly downloads
