* ci: bump Actions versions, pin Docker actions, add Dependabot

Keep CI supply chain current after the Docker SBOM work: update test,
publish, and CodeQL workflows, SHA-pin Docker setup/login actions, and
enable weekly GitHub Actions Dependabot updates.
