alerman 3ea3366795 ci: surface test results and flakiness in PR checks (#3606 )

- Upload raw surefire/failsafe XML as build artifacts (always run).
- Publish a JUnit check run + job summary that surfaces tests which only
passed after a rerun (flakes), which the rerunFailingTestsCount flags
otherwise hide.
- Copy mikepenz/action-junit-report (v6, 3a81627) as a local action at
.github/actions/junit-report to satisfy the verified-actions-only
policy.
- Add the checks/pull-requests permissions the reporter needs.

Non-blocking: fail_on_failure:false + continue-on-error, so flakes
become visible without changing what fails the build.

GitHub Scripts

This directory contains scripts related to GitHub functionalities. To use these scripts, ensure that the GitHub CLI (gh) is installed and configured on your system.

Scripts

manage_github_access.sh

This script manages user access to a list of GitHub repositories. It takes two arguments: a GitHub username and a command (add or remove). The script uses the GitHub API to grant or revoke write permissions for the specified user across the repositories. It is designed to be rerun safely, handling cases where permissions are already applied.

Usage:

./manage_github_access.sh <github-username> <add|remove>
