Niko1221 d442b0307f packaging: the monitor bundle's LICENSE check accepts CRLF; LICENSE is eol=lf in .gitattributes 
A Windows checkout (autocrlf) has CRLF in LICENSE, and the bundle verify
required the file to start with b'MIT License\n'. Normalize line endings
before the check, pin the file to LF, and test a CRLF member.

Niko1221 cef6027dcb packaging: terminal distribution, portable monitor bundle and the acceptance matrix 
packaging/package_terminal.py builds the self-contained terminal archive with its own
Python runtime, monitor_bundle.py the portable monitor, acceptance_matrix.py maps the 67
acceptance rows to evidence, README.md documents the target matrix. The built archive
(release/artifacts/*.tar.gz, 42 MB) is not in git.

From the owner's rebuild branch strata/rebuild-2026-10.
