Asked with Accept: text/plain or ?format=prometheus; every other request keeps the JSON.
Latency histograms, a Grafana dashboard and scrape configs under docs/monitoring.
Only the Prometheus part of #793; the pipelined-window slot allocator needs a 2-GPU check and is left out.
