Orkas 09b4289486 fix: preserve pinned Whisper bytes on Windows checkouts

Preserve vendored runtime and license bytes under core.autocrlf=true. Cover all three Windows Whisper licenses through actual Git checkout filters, retain same-size tampering rejection, and run the owning cases in platform CI.

Validation: npm test -- test/main/util/fetch-whisper.test.ts test/main/util/packaged-resource-gate.test.ts (28 passed; clean log analysis).
