Subject: [PATCH] patches: The Godfather patches support update (#547)

Tested patches:
**The Godfather - Collector's Edition NTSC-U SLUS-21406 D850707E**
- Widescreen (Tested :heavy_check_mark:)
- Remove Blackbars (Tested :heavy_check_mark:)
- 60 FPS (Tested :heavy_check_mark:)

**The Godfather NTSC-U SLUS-21385 D850707E**
- 60 FPS (Tested :heavy_check_mark:)

**The Godfather PAL-S SLES-53971 9C593C78**
- Update Widescreen (Tested :heavy_check_mark:)
- NTSC Mode (Tested :heavy_check_mark:)
- Update FPS patch that causes annoying lag (Tested :heavy_check_mark:)


The old widescreen patch in the PAL-S version causes graphical problems,
and some of them have already been exposed by El_Patas in the widescreen
forum.
