fix(ci): repair Java backlog and schema/Hosted test failures (#14178)

* fix(ci): repair Java run concurrency and MariaDB schema validation

Co-authored-by: Qwen-Coder <[email protected]>

* fix(managed-agent): tolerate disappearing Git object metadata

Co-authored-by: Qwen-Coder <[email protected]>

* fix(ci): scope run cancellation to pull requests and align baseline witness

Three review-driven fixes:

- Limit cancel-in-progress to pull_request events. The old group was unique
per run, so the flag never fired; scoping the group by ref would activate
it on main and cancel 60-220 minute post-merge runs, the same regression
e2e.yml and pnpm-worktree-smoke.yml already documented and rejected.
- Drop the objects-only exists-check asymmetry: it changed a missing objects
directory from accepted to rejected on a security guard, unrelated to the
vanished-entry race, and contradicted the PR description.
- BackfillWitnessesTest now expects baseline version 2: ManagedSchema
initializes V1+V2 and freshManagedSchema baselines the broker's catalog at
2, the contract ManagedSchemaConfigurationTest already pins. The stale "1"
assertion failed on main since the V2 migration landed (masked by the
MariaDB IT failures this PR fixes).

* fix(test): await durable Hosted operations on slow runners

Use bounded slow-host polling for the six Hosted CI failures. Keep normal-host deadlines and all completion, conflict, cancellation, and transcript assertions intact.

Co-authored-by: Qwen-Coder <[email protected]>

* fix(managed-agent): avoid first-writer CSI gap locks

Materialize new control sessions before probing CSI state and preserve the full CSI guard for existing sessions.

Co-authored-by: Qwen-Coder <[email protected]>

* fix(ci): preserve rejected CSI sessions and allow runner timing noise

Defer existing session metadata updates until CSI admission succeeds. Keep the 1 ms local transport benchmark and use the existing 20 ms hand-off budget on shared CI runners.

Co-authored-by: Qwen-Coder <[email protected]>

* ci: run Java and Desktop Shell checks nightly

Move the complete Java workflow to nightly and manual runs. Run Desktop Shell builds in the existing nightly lane instead of on pull requests.

Co-authored-by: Qwen-Coder <[email protected]>

* revert(ci): separate heavy-check cadence from failure repairs

Move the execution-cadence policy into its own pull request so this branch retains only CI failure repairs.

Co-authored-by: Qwen-Coder <[email protected]>

* fix(ci): isolate broker latency samples without relaxing budgets

Restore the 1 ms regression limit on all hosts. Alternate flag-on and flag-off sample order and confirm delivery of both wires outside timed regions before measuring the next round, preventing previous asynchronous batches from contaminating later samples.
