yunqian 39a4fb019e ci: drop the build_runner route ...

CI is moving to aarch64 hosts (g8y), so pinning test_build to the x64
hosts would steer it toward a fleet being retired. Keep the sharding and
file splits, which do not depend on the host architecture.
