yiliang114andQwen-Coder 16a14ea4a4 merge: integrate origin/main and re-advance the contract to 1.101.0

Main moved the public contract to 1.100.0 after this head, so the
'API contract version uniqueness (latest main)' status would fail with
'1.99.0 regresses below main's 1.100.0'. Resolve the document conflict by
keeping main's description plus this branch's retained-tombstone
sentence, and advance the version past main's. The design doc's contract
line follows the same number.
