Address review follow-ups: refresh the two ci.yml comments that still
described the removed variable switch, rename the test_build display name
off the hardcoded ubuntu-latest, mark the 2026-10-31 routing design as
superseded in both languages, and pin the example runner registration to
the fork selector in the routing test.

* test(ci): pin the disposable-pool labels to the CI selectors
`pr_test_runner`/`lint_runner` publish `["self-hosted", "ecs-qwen-ephemeral"]`
and `scripts/ci/ephemeral-runner/config.example.json` registers the same set,
but nothing tied the two: a rename on either side leaves every fork PR queued
forever with no failed check to point at. Assert the equality, and move the
manager fixture off the retired `["self-hosted", "linux", "ARM64",
"trial-only"]` set.
