A slot that stays wedged keeps failing cycle after cycle, and the alert is
meant to land once per stall episode rather than once per retry. Nothing in
the suite held that: the existing alert tests either recover the slot right
after the alert or drive the threshold, so removing the latch from
manager.mjs kept the suite green while the journal filled with one alert per
cycle.

Add a case that keeps the slot failing for ten minutes past the threshold and
asserts exactly one STALL ALERT across ten or more failing cycles. Removing
the latch turns it red with 19 alerts; restoring it is green again.
