Keep the shared Failsafe configuration in pluginManagement so ordinary
release verification does not activate environment-specific integration tests.
Preserve the dedicated profiles and executable artifact assertions.

Backport the same POM repair to the pinned 0.26.5 source with checked patch
digests, and verify both patches before applying either one.
