jinyeandQwen-Coder 1876eb4997 test(managed-agent): Add shared Harness Kubernetes qualification tools (#15519)
* test(managed-agent): Add Kubernetes pool qualification tools

Build from immutable source, constrain deployment to explicit business workers,
and verify deployment identity plus signed multi-tenant public flows.
Include the cross-Pod foreground publication configuration exercised on ACK.

Co-authored-by: Qwen-Coder <[email protected]>

* style(managed-agent): Match Kubernetes qualification YAML lint rules
