ci(sdk-java): run the Runtime Broker fault gates when the Hosted verify fails ( #15776 ) ...
The fault-gate step had no condition, so it ran only when every step
before it passed, the 201-minute Hosted verify included. Across the
nightly SDK Java runs from 10-14 to 10-27 that verify failed on 10
nights and was cancelled on one, and each time the 44 Broker fault
gates were skipped: they ran on 3 of the 14 nights. PR #15437 's own
full-tier run skipped them the same way.
The gates need only the CLI bundle and the installed SDK, so give them
the condition the O4 step in the same job already uses: run unless the
run was cancelled, provided the SDK install succeeded. A failed setup
step still skips them, because the install step runs only after the
bundle has succeeded.
hosted-process-ci.test.js pins the condition, the install step's id
(an unknown id reads as '' and would skip the gates on every run) and
the setup order the condition relies on.
