* fix(ci): make the full-tier fixtures portable across OS and architecture
Two full-tier legs fail on main for reasons unrelated to the change under
test, and both block every PR that reaches an approval.
The Windows leg dies in ManagedExtensionExecutionProfileTest: the fixture passes
POSIX literals such as /private/cache, which Path.of does not consider absolute
on WindowsPath, so the linux-cgroup assertion throws 'Managed extension cache
directory must be absolute'. Build the paths from java.io.tmpdir instead.
The EventTransport multi-node leg hardcodes /usr/lib/x86_64-linux-gnu/faketime:
the aarch64 pool hosts install libfaketime under aarch64-linux-gnu, so the
preload check and the -Dqwen.gate.faketime.library coordinate both point at a
file that cannot exist there. Resolve the library with find and pass it through
GITHUB_ENV.
* fix(ci): install the multi-node faketime from the pool's intranet mirror
The pool hosts sit inside Alibaba Cloud, where the internal Ubuntu mirror
answers from the VPC; the public archive is slow from that egress and the
install step is one of the two failures that reddened the full tier. Point apt
at the internal mirror when it answers, keep the hosted runners on their own
sources, and probe it first so the branch cannot run away from a reachable
archive.
