The scenario-axes requirement in Scope selection fired only when the
central claim was about a turn's lifecycle. In a third re-run arm on
#13174 R9 the agent named Harness generation adoption as the claim, so the
rule never applied, although it mutated the cancellation-load branches.
Trigger the rule on any diff that changes how a Turn is cancelled,
parked, taken over, recovered, approved or retried, and give that code
its own A/B as a secondary claim when it is not the central one.
