Shaojin Wen 7b4b353750 test(managed-agent): gate the two-server first release refusal (#16089) ...

Extend HostedMcpRestartFaultGatesIT with the FG12d cell #15750 still
carried: a Session configured with two MCP servers, the first release
refused before forwarding, and the same-id retry releasing both.

The case adds fixture2 only for its own boot, waits for both
configurations to settle, and requires three release controls: 503,
the same operation id answered 200, then the other configuration's
release answered 200. Both fixture processes must exit.

The Hosted fork moves by the case's measured 16.2 s, booked at 32 s.
