易良 f885f39ee9 fix(ci): price ARM64 fleet lanes from the self-hosted label (#15529)
The two Linux lanes that raise their timeout on the shared self-hosted
pool -- the merge-gating lint lane and the no-AK integration gate --
decided "reserved pool" by looking for the x64 fleet's name inside the
classifier's runner label set. The ARM64 fleet renders
["self-hosted", "linux", "arm64"], which carries no fleet name, so the
same contended machines were priced as hosted: lint at 45 minutes and
no_ak at 30 instead of 90/60. An ARM run killed by the shorter ceiling
reads as an ARM compatibility failure, which is the signal the fleet
pilot exists to collect.

Scope on the routing property that matters -- self-hosted versus
GitHub-hosted -- and model the new key in the routing meta-test with an
explicit ARM64 case.
