We used to only emit static const data members in CodeView as
S_CONSTANTS when they were used; this patch makes it so they are always emitted.
This changes CodeViewDebug.cpp to find the static const members from the
class debug info instead of creating DIGlobalVariables in the IR
whenever a static const data member is used.

With this patch we're now accounting for two more cases which should be
considered 'valid throughout': First, where RangeEnd is ScopeEnd. Second, where
RangeEnd comes before ScopeEnd when including meta instructions, but are both
preceded by the same non-meta instruction.
CTMark shows a geomean binary size reduction of 1.5% for RelWithDebInfo builds.
`llvm-locstats` (using D85636) shows a very small variable location coverage
change in 2 of 10 binaries, but it is in the order of 10s of bytes which lines
up with my expectations.
I've added a test which checks both of these new cases. The first check in the
test isn't strictly necessary for this patch. But I'm not sure that it is
explicitly tested anywhere else, and is useful for the final patch in the
series.

This patch uses ranges for debug information when a function contains basic block sections rather than using [lowpc, highpc]. This is also the first in a series of patches for debug info and does not contain the support for linker relaxation. That will be done as a follow up patch.

We were only including MachineInstr.h for DebugLoc.h. This exposes an implicit include dependency in BTFDebug.h where I've had to add the MachineInstr.h include.
This reverts D53469, which changed llvm's DWARF emission to emit
DW_AT_call_return_pc as a function-local offset. Such an encoding is not
compatible with post-link block re-ordering tools and isn't standards-
compliant.
In addition to reverting back to the original DW_AT_call_return_pc
encoding, teach lldb how to fix up DW_AT_call_return_pc when the address
comes from an object file pointed-to by a debug map. While doing this I
noticed that lldb's support for tail calls that cross a DSO/object file
boundary wasn't covered, so I added tests for that. This latter case
exercises the newly added return PC fixup.
The dsymutil changes in this patch were originally included in D49887:
the associated test should be sufficient to test DW_AT_call_return_pc
encoding purely on the llvm side.

TypedDINodeRef<T> is a redundant wrapper of Metadata * that is actually a T *.
Accordingly, change DI{Node,Scope,Type}Ref uses to DI{Node,Scope,Type} * or their const variants.
This allows us to delete many resolve() calls that clutter the code.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

This patch moved the following files in lib/CodeGen/AsmPrinter/
AsmPrinterHandler.h
DbgEntityHistoryCalculator.h
DebugHandlerBase.h
to include/llvm/CodeGen directory.
Such a change will enable Target to extend DebugHandlerBase
and emit Target specific debug info sections.
