Extend 'readonly' and 'readnone' to work on function arguments as well as

and when it can deduce it.

This makes the LLVM assembly look better. E.g.:
define void @foo() #0 { ret void }
attributes #0 = { nounwind noinline ssp }

Convert getAttributes() to return an AttributeSetNode.
...
The AttributeSetNode contains all of the attributes. This removes one (hopefully
last) use of the Attribute class as a container of multiple attributes.
