This makes a submodule for ObjCARCUtil.h, because leaving it in
LLVM_intrinsic_gen causes a dependency cycle between LLVM_IR and
LLVM_intrinsic_gen.

These headers can be in a Clang module like the rest. This also fixes the
modules build that is currently struggling with these headers being textually
included in several other modules.
This patch updates the llvm module map to reflect changes made in
`24672ddea3c97fd1eca3e905b23c0116d7759ab8` and fixes the module builds
(`-DLLVM_ENABLE_MODULES=On`).

This relands e9a3d1a401b07cbf7b11695637f1b549782a26cd which was originally
missing linking LLVMSupport into LLMVFileCheck which broke the SHARED_LIBS build.
Original summary:
The actual FileCheck logic seems to be implemented in LLVMSupport. I don't see a
good reason for having FileCheck implemented there as it has a very specific use
while LLVMSupport is a dependency of pretty much every LLVM tool there is. In
fact, the only use of FileCheck I could find (outside the FileCheck tool and the
FileCheck unit test) is a single call in GISelMITest.h.
This moves the FileCheck logic to its own LLVMFileCheck library. This way only
FileCheck and the GlobalISelTests now have a dependency on this code.

PassInfoMixin should be used for all NPM passes, rater than a custom
`name()`.
This caused ambiguous references in LegacyPassManager.cpp, so had to
remove "using namespace llvm::legacy" and move some things around.

D78815 added a check that ensures that PassSupport.h and PassAnalysisSupport.h
aren't included directly. However, as compiling this header into a module will
try to parse it with a clean preprocessor state, this check is also triggered
there. The check seems to make sense and it seems that compiling this header
into its own module is a mistake, so this patch makes those two headers
textual in the modulemap.
The CallSite and ImmutableCallSite were removed in a previous
commit. So rename the file to match the remaining class and
the name of the cpp that implements it.
Summary:
Splitting Knowledge retention into Queries in Analysis and Builder into Transform/Utils
allows Queries and Transform/Utils to use Analysis.

MCTargetOptionsCommandFlags.inc and CommandFlags.inc are headers which contain
cl::opt with static storage.
These headers are meant to be incuded by tools to make it easier to parametrize
codegen/mc.
However, these headers are also included in at least two libraries: lldCommon
and handle-llvm. As a result, when creating DYLIB, clang-cpp holds a reference
to the options, and lldCommon holds another reference. Linking the two in a
single executable, as zig does[0], results in a double registration.
This patch explores an other approach: the .inc files are moved to regular
files, and the registration happens on-demand through static declaration of
options in the constructor of a static object.

rG01f9abbb50b1 moved WindowsSupport.h to include/llvm/Support/Windows/
This is a problem because the modulemap include all of the Support and
ADT directories, thus any use of any header in Support or ADT would
cause the compiler to try to build WindowsSupport.h, which only works
on Windows.
Fix this by explicitly excluding WindowsSupport.h from the LLVM_Util
module.
I readily admit that I don't know why this fixes the modules build, but
it seems to get things building again. Previously I saw the error
message:

In a34680a33eb OrcError.h and Orc/RPC/*.h were split out from the rest of
ExecutionEngine in order to eliminate false dependencies for remote JIT
targets (see https://reviews.llvm.org/D68732), however this broke modules
builds (see https://reviews.llvm.org/D69817).
This patch splits these headers out into a separate module, LLVM_OrcSupport,
in order to fix the modules build.

Commit r368064 was necessary after r367953 (D65712) broke the module
build. That happened, apparently, because the template class IRAttribute
defined in the header had a virtual method defined in the corresponding
source file (IRAttribute::manifest). To unbreak the situation this patch
introduces a helper function IRAttributeManifest::manifestAttrs which
is used to implement IRAttribute::manifest in the header. The deifnition
of the helper function is still in the source file.

DomTreeUpdater depends on headers from Analysis, but is in IR. This is a
layering violation since Analysis depends on IR. Relocate this code from IR

Summary:
Currently we can't install the modulemaps provided by LLVM, since they are not structured to support headers generated as part of the build (ex. `llvm/IR/Attributes.gen`).
This patch restructures the module maps in order to support installation.
Modules containing generated headers are defined in the new `module.extern.modulemap` file, and are referenced from the main `module.modulemap` using `extern module`. There are two versions of the `module.extern.modulemap` file; one used when building and another, `module.install.modulemap`, which is re-named during installation.
Users can opt-into module map installation using `-DLLVM_INSTALL_MODULEMAPS=ON`. The default value is `OFF` due to llvm.org/PR31905.
