Adrian Prantl	69e607f200	Canonicalize the representation of empty an expression in DIGlobalVariableExpression This change simplifies code that has to deal with DIGlobalVariableExpression and mirrors how we treat DIExpressions in debug info intrinsics. Before this change there were two ways of representing empty expressions on globals, a nullptr and an empty !DIExpression(). Adrian Prantl	5d0334a48c	Remove the obsolete offset parameter from @llvm.dbg.value There is no situation where this rarely-used argument cannot be substituted with a DIExpression and removing it allows us to simplify the DWARF backend. Just calling dropAllReferences leaves pointers to the ConstantExpr behind, so we would eventually crash with a null pointer dereference.
