We switched from Cirrus back to Azure for our builds because of Cirrus pricing changes. As a result, bot can't find builds from PR mentions again, only showing status and title for them.

Need to add Azure build lookup back into bot again. It was a thing at some point, maybe the same code could be salvaged and reused?
