AMDGPU/SI: Remove assert from AMDGPUOpenCLImageTypeLowering pass
Summary: Instead of asserting when the kernel metadata is different than we expect, we should just skip lowering that function. This fixes assertion failures with OpenCL argument metadata from older LLVM releases.
