[WebAssembly] Fix WebAssemblyOptimizeReturned after r300367

Summary:
Refactoring changed paramHasAttr(1 + i) to paramHasAttr(0), fix that to
paramHasAttr(i).
Add more tests to WebAssemblyOptimizeReturned that catch that
regression.
