Krzysztof Parzyszek f0711c5712 [Hexagon] Update MCTargetDesc

Changes include:
- Updates to the instruction descriptor flags.
- Improvements to the packet shuffler and checker.
- Updates to the handling of certain relocations.
- Better handling of duplex instructions.
