Alina Sbirlea 1cffa20e9d [LegacyPassManager] Attempt to fix BasicBlockManager ...

Temporarily fix BaiscBlockManager based on the code in the other
managers.
Replacement of all uses of the BasicBlockPass to follow.

Resolves PR42264.
