Ryan Taylor c7a747a395 [IR][Verifier] Allow IntToPtrInst to be !dereferenceable ...

Summary:
Allow IntToPtrInst to carry !dereferenceable metadata tag.
This is valid since !dereferenceable can be only be applied to
pointer type values.
