Craig Topper 3303750bfb [DAGCombiner] Remove some dead code from ConstantFoldBITCASTofBUILD_VECTOR

This code handled SCALAR_TO_VECTOR being returned by the recursion, but the code that used to return SCALAR_TO_VECTOR was removed in 2015.

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
