Reid Spencer 484fc8e384 Provide support for detecting if the Win32 imaghlp and psapi libraries

are available. These libraries are used in lib/System and should be
included on the link line or if not available generate an error when
building lib/System.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level 
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments. 

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.
