Exon Smith 497110d1b0 DebugLoc: Remove getFromDILexicalBlock() The only user of `DebugLoc::getFromDILexicalBlock()` was creating a new `MDLocation` as convenient API for passing an `MDScope`. Stop doing that, and remove the API.
