Reid Spencer 579dca12c2 Implement review feedback for the ConstantBool->ConstantInt merge. Chris
recommended that getBoolValue be replaced with getZExtValue and that
get(bool) be replaced by get(const Type*, uint64_t). This implements
those changes.
