Fedor Sergeev 76cff239b0 [MemDep] allow to select block-scan-limit when constructing MemoryDependenceAnalysis

Introducing non-global control for default block-scan-limit in MemDep analysis.
Useful when there are many compilations per initialized LLVM instance (e.g. JIT).

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
