Ilya Biryukov 8fa9e1c8a5 Revert r372333: [DAG][X86] Convert isNegatibleForFree/GetNegatedExpression to a target hook (PR42863)

Reason: this caused severe compile time regressions in JAX.

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
